<h2>announcement</h2>
</div>
<div class="base">
Hey Everyone!
<p>
Just a couple of quick announcements this time.
<p>
First we wanted to alert everyone to a new addition to the sites resources. To make it easier for new members applications to remain cohesive with current members applications, we've added At World's End. This is a listing of all of the major cities, both AU and canon, that we currently have a detailed description of events during the outbreak for. Some of these are more detailed than others, but all hold information that may be key if you plan on making a character who was in one of these cities during the outbreak.
<p>
The second thing is that we'd like to let everyone know that a cap has been set specifically for Alexandria on medical personal. This includes doctors, nurses, EMTs, army medics, and any other trained medical personnel. Students who were in medical school during the outbreak would count, students in undergraduate courses would not. What this means is that from this point on any type of medical personal listed above will not be allowed to join Alexandria as there are already quite a few there. If a character with one of these professions leaves the group, we may open another slot up for such personnel, but that will be at the staff's discretion.
<p>
This is probably a good time to remind everyone that there is a general board cap for both medical and military/police personnel. This isn't here to ruin everyone's good time, but to create some diversity on the site and to keep things a little more realistic.
<p>
If everyone could please reply to this announcement below so that we know you have seen these new updates, that would be great!<p>

<h1>World's End</h1>
</div>
<div class="base">

With so many members and characters on our wonderful site there's obviously going to be some overlap on home towns. Since we want to keep the site as cohesive as possible, we've provided you with this list! This list is of the major cities that we have current back stories for how the outbreak began. Some, like L.A. and Atlanta, have canon backstories. The rest are AU created by the first person to give a detailed description of how the outbreak began in the location in their character's history.
<p><p>
<div style="color:#000; font-weight:bold; text-decoration: underline; font-size: 20px;">Atlanta, GA</div> <br>
<p>
We all know, for the most part, how things when down in Atlanta. The National Guard tried to make safe zones, they sent everyone to them, hoping to keep the spread of the outbreak contained. People from outside of the city sat in traffic for hours for a chance to get into the safe zones. The United States largest CDC headquarters, after all, was set up in Atlanta. They'd be the ones to solve this, to cure the outbreak, to provide vaccines against it. Instead, the outbreak broke through into the safe zone and the National Guard there panicked. They called in a bomb strike, and midtown Atlanta was destroyed. Some survived in the city, hunkered down in their homes or hospitals, just outside the city at an abandoned quarry. There was even some personnel left in the CDC, but they gave up hope a couple months after the city fell and initiated the fail safe protocols that blew the building sky high, destroying everyone and everything left inside.
<p><p>
<div style="color:#000; font-weight:bold; text-decoration: underline; font-size: 20px;">Los Angeles, CA</div> <br>
<p>
Los Angeles was one of the very first, if not the first, cities to show signs of the outbreak. It began with the cities homeless, their druggies, the vagabonds that most people tried to ignore. But then a man was in an altercation with police, he was shot several times, but he just kept coming. Finally, a shot to the head took the man down. This ignited sparks between the cities police and it's citizens. No one knew, no one understood yet that it couldn't be helped. That the man the police gunned down was already dead. The cities upset bled into the racial tensions that already plagued it, and rioting began. Even as citizens swarmed the streets, looting and destroying, the walker infection was spreading. Some citizens lasted longer than others, having been penned into safe zones against their will. Others didn't fair so well, having become sick from either the usual illnesses or from a bite, they ere transported tot he hospitals, and there they were humanely killed for their own good and the good of others. The military holding the safe zones and the city became corrupt, and the citizens feared them, eventually doing whatever they could to escape the safe zones that had become their prisons.
<p>
<div style="color:#000; font-weight:bold; text-decoration: underline; font-size: 20px;">Chicago, IL</div> <br>
<p>
The outbreak hit Chicago hard and fast. They had heard the reports from other cities, Los Angeles among them, but the outbreak was still considered to be a localized epidemic, something the CDC was trying to cure and combat with medicine. Then a few rumors, random reports of crazed people attacking others, biting and clawing them, began to surface within Chicago. Police, paramedics, and firemen did their best, but there was little that could be done. With a population so large the city fell hard and fast, succumbing to the outbreak within 24 hours. It fell so quickly that there wasn't even time to call in the National Guard. By the time the National guard was alerted and arrived, the city was a lost cause. Some managed to escape the city, others managed to survive within it, but all of the survivors from Chicago learned early and quickly what walkers were and how to take them down. Chicago wasn't looted as badly before the outbreak got out of hand because of the speed with which the city was overtaken by walkers. Large portions of some of the lower class neighborhoods were destroyed in fires, pressumably caused by neglected stoves and ovens.
<p>
<div style="color:#000; font-weight:bold; text-decoration: underline; font-size: 20px;">New York City, NY</div> <br>
<p>
NYC was, surprisingly, not one of the first cities to fall. Having heard the reports from other cities like Chicago, which fell quickly and overwhelmingly due to the large population density, and Los Angeles, where rioting disrupted any attempts to fight the spread, the National Guard made a point of locking down the city. They put the city under martial law and set a curfew, hoping to keep civil unrest at a minimum. Then they attempted to quarantine the island, barricading and blockading the tunnels and bridges. The hope being that if they kept people from entering the city then they couldn't be exposed. When that didn't work and the city began to show signs of infected people, they began a slow evacuation to the mainland, inspecting the civilians as they passed for signs of bites or sickness. They directed these people to safe zones prepared on the mainland. Of course, this didn't work, but the military had come prepared. They had set charges in case the city was lost, and as soon as the number of walkers became overwhelming, they set off the explosives destroying all access to the island. Not long after this, a very large bomb was dropped on the city, destroying the majority of it and whoever was left inside.
<p>
<div style="color:#000; font-weight:bold; text-decoration: underline; font-size: 20px;">Washington D.C.</div> <br>
<p>
Washington, D.C. should have done better. Housing the majority of the government, the higher-ups had information pouring in from the CDC and other outlets for the protection of the president and other powerful leaders of the country. Despite having access to the information long before civilians even caught wind of it, there was very little that was done until the Speaker of the House came down with the illness and passed. An emergency meeting was called after his death to elect a new Speaker, and the next day the first city had fallen. That same day, as information was slowed by the flooding of phone lines and satellite signals, A secret service man was bitten by a reanimated corpse while trying to protect the president. Because of the slowing of information, they didn't yet realize he would turn from the bite. The secret service and the First Family went on lock down in the White House along with the VP and his family. The military was called in to defend The White House, as the dense population was already succumbing to the illness, making it impossible to quarantine any larger an area. A group of Senators, including the new Speaker of the House, stormed The White House only to discover that the President and his family were already dead and turned, and the Vice President and his family were all in the process of turning. The White House was cleared and the military continued to defend the property as a safe zone for the Speaker of the House-turned-President along with the other senators and representatives housed inside. Civilians were not allowed inside this safe zone for a long time. Anyone healthy attempting to leave the city was redirected to neighborhoods outside of D.C. that were being treated as Safe Zones. The most popular was Alexandria, set up as a Safe Zone and then abandoned by the military as they were directed and redirected to other locations. Surprisingly, a large number of Safe Zones outside of D.C. did not fall, including the Safe Zone within the white house. Part of this was because D.C. was not bombed, for fear of hurting The President in the crossfire. After the country fell to the outbreak, The White House was opened up to civilians seeking shelter, as a functioning group and safe zone. The rest of the city remains dense with walkers, making it a deterrent for most looters and scavengers.
<p>
<div style="color:#000; font-weight:bold; text-decoration: underline; font-size: 20px;">Kansas City, KS</div>
<p>
The outbreak came late to Kansas City. Maybe a few days after the reports came from Los Angeles, the first walker attack was reported in Kansas City. The National Guard had been nearby on standby, called in when it became obvious that what was happening in Los Angeles wasn't going to stay in Los Angeles. So within the hour of the first walker attack reports hitting the city, the National guard was on the scene and evacuating healthy people to quarantined zones outside the city where they were told they would be safe, protected. These safe zones weren't nearly safe enough, though. Then again, no one knew that the outbreak, whatever it was, couldn't just be spread by a bite. They didn't know that everyone was infected, and simply dying could turn you into one of them. Needless to say, the safe zones didn't hold out very long.
<p>
<div style="color:#000; font-weight:bold; text-decoration: underline; font-size: 20px;">Louisville, KY</div>
<p>
Louisville held out longer than most cities, possibly because it wasn't a major hub for travel or tourism. Several safe zones and quarantined areas were set up early, the citizens encouraged but not required to go to them. With each larger city that fell, the people running the show in Louisville learned more information, so when people were ill or seriously injured, they removed them from the rest. The knew how to kill walkers, knew what to expect, and they didn't waste time trying to quell any looting. They knew the stakes were greater than material possessions, having seen the larger cities fall. Still, the safe zones fell. The largest was the fair grounds and Papa Johns Stadium where the University of Louisville football games were played. Unfortunately, they were tempting fate, and eventually someone got by, someone was sick and died within the stadium and it fell to the walkers that quickly.
<p>
<div style="color:#000; font-weight:bold; text-decoration: underline; font-size: 20px;">Indianapolis, IN</div>
<p>
Indianapolis was another city that had a lot of trouble with looters. Even as places like Los Angeles, Chicago, and Atlanta fell to the spreading walker plaque, their final news broadcasts streaming across the tv, Indianapolis' citizens were looting, causing fires, and enciting small riots. Unlike the riots in LA, which were fueled by misunderstanding and prejudices, these riots were about the outbreak itself. People were panicking, terrified they would be next, and they latched onto whatever they could to focus their anger, fear, and grief. For most, this was the government, and many a mob formed on the front steps of police stations, government buildings, and even the Mayors front lawn. Officials were too busy dealing with panicked citizens to deal with arresting looters. When the outbreak hit the city it was at least a week after the reports from Los Angeles stopped coming through the airwaves. It took a few days for the infection to strangle the city, and by the end of if none of the National Guards precious safe zones were still standing.

<h2>announcement</h2>
</div>
<div class="base">

Hello Whispers members!
<p>
<p>
First, we'd like to announce that June 20th will mark the first day of the summer season on WiS. We will soon after move any threads set in winter to the past section of the forums.
<p>
<p>
We are also happy to let everyone know that a Whispers Into Screams site Discord has been created for member use! We hope it will help to facilitate plotting, particularly among the groups, but would like to remind everyone that it does not replace the cbox. Use of the cbox for plotting and communication in general is still firmly supported by the staff, and you will see us there often. The link for the site Discord can be found here.
<p>
<p>
The staff would also like to announce that starting in the summer season functional cars will no longer be allowed. After a certain amount of time things like batteries and gasoline go bad to a point where they cannot be used or repaired, and three years in they will likely have reached that point without access to newly manufactured materials. If you have any questions regarding this, please feel free to contact one of the admins with it.
<p>
<p>
Now! We know you must be curious about the merge between Rick’s Convoy and Alexandria, so here’s the basic rundown of what's happened already and will happen in the future.
<p>
At some point toward the end of April Xander Luttazzi, an Alexandria member, and Charlie Bayer, a Convoy member met while out in the woods. Their run in resulted in Xander telling Charlie about the Alexandria Safe Zone and he brought her back to see the safe zone. She, in turn, met with Deanna and told her about the group of good people she’s been staying with. Deanna, who has been looking for a group of good people to bring in to kick start some changes in Alexandria, sent recruiters with Charlie to greet the convoy. They told the Convoy about Alexandria, about the kind of people there, and about how they would love for the Convoy to join them and meet their leader and perhaps become part of their community. Rick then decided that they should at least go in to meet these people, with reservations, and so a few members of the Convoy went to Alexandria to check it out.
<p>
The full merge of the Convoy with Alexandria was complete by the middle of May 2013, but the staff will be transitioning all Convoy members to Alexandria members over the next week. We will play out these threads of course, and the group plotters will remain separate for the next month or so as the threads for the merge continue. Since we’re currently in June (real time) feel free to begin threads involving Convoy and Alexandria members in Alexandria, but keep in mind that the Convoy isn’t physically living in Alexandria until late spring (middle of may to June, site time). If you are interested in joining the group threads for the merger, visit the Alexandria Group Plotter and the Convoy Group Plotter respectively and if you have any questions feel free to drop them there or send pms to Jenks or Amy!
<p>
Thanks, Your Loving Staff
